You can take 100 to 200 cigarettes with you on a flight from any international destination to USA. If you are coming to the USA from American Samoa, Northern Mariana Islands, you can take only 5 cartons of cigarettes with you.

UK
If you are traveling to the UK, you can take up to 200 cigarettes, 50 cigars or 250 grams of tobacco.

Europe
Similarly, you may bring with you 800 cigarettes, 400 cigarillos, 200 cigars and 1 kilo of cigarette tobacco when arriving from a European country.

People under the age of 21 cannot carry cigarettes on the plane

People under the age of 21 are not allowed to bring cigarettes on board. It is also illegal to sell tobacco to people under the age of 21 in the US, so cigarettes should not be carried with you while coming here. Whereas, in Europe it is legal to smoke at the age of 18. So if you are under 21 you can legally travel with cigarettes in European countries.
